How to configure authorization on the server?

Installed a new CentOS 7 system.

I went under root and executed the command:

Created user:
# adduser stas
# passwd stas
# gpasswd-a wheel stas

Edit the file /etc/ssh/sshd_config in the beginning of the file add three lines:
Port 1559
PermitRootLogin no
AllowUsers stas

Reboot: reboot

Now cannot log - in attempts to log in get the following message:
ssh -p 1559 stas@12.345.678.910
ssh: connect to host port 12.345.678.910 1559: No route to host

ssh -p 22 stas@12.345.678.910
ssh: connect to host 12.345.678.910 port 22: Connection refused
