How to restore boot drive?

There are in a computer two drives: 1st (51 GB) Windows 7, 2-Oh (465 GB) installed Linux Debian.
Need Windows, but when I try to boot from the first disk error: MBR error 1.
Booted from installation disk, in the console enter: bootrec.exe /fixmbr.
After that when I try to boot from any of the drives started to boot Linux.

1. bootrec.exe /ScanOs finds Windows 1 thing.
2. further bootrec.exe /RebuildBcd, but when I try to add discovered system in the download list get: "Element not found."
3. diskpart list disk gives only two drives, boot (100 MB) no.

Please help! Not to reinstall now?

Solution
The problem is solved.

1. Booted into Linux (Kali), opened disk utility GParted, I noticed that the flag (flag) boot only from disk, which is Linux that boots in any case, no matter what drive I chose as the boot.
2. Set the drive with Windows flag boot
3. Rebooted the computer
4. The error MBR error 1 is missing, the error occurred BOOTMGR is missing.
5. Inserted the installation disk, booted from it, chose "system Restore", waited for the system to automatically find errors, clicked "Fix and reboot"
6. BOOTMGR is missing. Well, in the window "system recovery Options" appeared in Windows 7, chose it, clicked "Next" in the trail. the window "startup repair".
7. The problem is solved.

You could also try the Grub boot loader.
Linux elementary is installed:
Formatted USB flash drive (file system: ext4, ntfs, xfs, btrfs, vfat).
0. sudo mkfs -t ntfs -L FLASH /dev/sdc1
1. sudo grub-install /dev/sdc1
Name (sdc1) can be viewed in the same GParted, for example.
Further, the generated configuration file to automatically detected the installed operating system.
2. sudo grub-mkconfig -o /boot/grub/grub.cfg

Need to boot from any Live cd to check the boot partition of Windows. To check that this partition is marked active.

Then the BIOS expose boot only from the disk where the Windows and see the error.
