How to mark up under the retina?

Guys, Hello.
Here is the test task:
Requirements to layout:
• Adaptive layout for 3 permits mobile devices
iPhone 6 (750x1334),
iPad (1536x2048),
Android Galaxy S1 (480x800)
Open photoshop and what I see there sizes some not real, I would say they are huge even for desktop use
I started to write sharing all of the size of photoshop on 2.
Is it right? but if you do not share that they I just will not intermeddle in the desktop. for example, the height of the menu 200pcs.
Guys tell me how to compile, before was typeset under conventional screens

and phone screens should be divided into two for layout on desktop....that is how to use media queries.
ie under 750 the picture is good, but if the 375 is not a Fantan

In comments you wrote that it is OK to do huge layouts. But this is nonsense :D
Here is a discussion where there are competent answers laid out on pixels, but it turned out that the designer did the layout on the retina. And a strange statement from a reviewer of my work :S?
