Webpack. Sass-loader incorrectly handles relative paths in url()?

In sass file specify background: url(../images/icons/image. png)
In the output css file:background: url(/public/images/icons/search.png)

Tried resolve-url-loader doesn't help.
use: extractSass.extract({
 use: [
{
 loader: "css-loader"
},
{
 loader: "resolve-url-loader",
 },
{
 loader: "sass-loader",
}],
 fallback: "style-loader"
 }),
