How to make power off the cellular network when Wi-Fi connection?

The phone is only needed for Internet messengers and rare outgoing calls (incoming). So you need not to fall asleep wi-fi module and disable the SIM card when you are connected to the Internet via wifi.

Example:
The house have wifi, when the phone is connected to the SIM card is inactive.
We leave the house, wifi is lost, the SIM card is included with a forced LTE.
We reach the office, working solo caught, the SIM card is deactivated.

+ it would be nice to wifi checked for the presence of the Internet. and along the way you pass a cafe where a friend will be an open network, but will not have the Internet without logging in to some advertising page

The smartphone hasn't purchased, so any top will fit, but what a difference — it's not based on the version of Android?

Why ?? In the presence of Wi-Fi Internet routing is redirected to it and mobile Internet is not working. only the icon is lit.
Important — disable the SIM card. So incoming calls are not passed.
