Solution
1) Install a platform (take 8.3.9)
2) Decide on the license (keys, software licenses)
3) Add to the list of "existing frameworks" putting the folder where the file 1CD
4) Start, and if the configuration of a typical watch enjoy
4A) If the configuration is not typical and requires additional protect keys that repeat p. 2 directly with the ETM product

It is necessary to specify the folder where the file is, not the file to choose - aliya.Miller82 commented on July 2nd 19 at 13:16

Complement the answer is Igor.
For versions platform 1C 8.x there are two modes of operation - server (using external DBMS), and file (using the built-in database). File 1Cv8.1CD - this is just a file with data built-in database.

To work with the database from a file 1Cv8.1CD , you need to place it in an empty directory and specify the path to this directory in the database list 1C. It may be a problem if you have a file from version 8.3.9 off work, and you have the platform version below. But in the reverse situation, all right - backward compatibility is maintained.
