Stick to the top of the page menu without JS and Jquery, html5 css3 possible?

Is it possible by means of css3 and html5 to stick when you scroll the page the top menu to the top, if it is under the cap.. - an example of what I want

You can stick a position: fixed but the scroll and then to stick, you need to onscroll to change to a class with fixed position
