To impose, including the buttons so that it:
a) consistent with the layout

I usually typeset button addingly, because how long will the text of that button in a different place or in the future, nobody knows. Decide to change the button text on longer and everything will go.

In General, it is better not to put the height and width, and dance on the text size. Then there is a chance it will look decent when enlarged font and on all devices without special dances with a tambourine.
