I do not know how do, but if I had - I'd just downloaded a brush of arbitrary shape (oval there, etc.) would have made different colors of the dots and then it all washed away.

And you can make it even easier. Find a picture which has interesting colors and put on top of Blur on the Gauss with a powerful blur:) Get even better than with brushes))
