I suspect that because of the single quotation marks '[ASSETS_PATH]img/item2.jpg'

You can try to swap the quotes style to write in single, and the path to the image in double. And do not bathe. display using shortcode function but this do_shortcode():
<a href="#" style="background-image: url('<?php echo do_shortcode being('[ASSETS_PATH]'); ?>img/item2.jpg');"></a>
