Do I need to use the Payment system of Google?

Going to make apps for Google play, in it for the money to buy the currency with which the application can perform certain actions,the amount of the currency in the account it is possible to increase(make money),the currency can be withdrawn,preconventional back to money. So the question is,what is this "currency"(I think that's just a unit of measurement or something like that,is it?),and do I need to purchase to use a Google aggregator,or any other?

PS. It's not gambling,and not just the game.

The Euro is done for convenience,no privileges it carries,it would be possible to do without it.But she's cool)
