How to fix the problem with shutdown laptop ubuntu 16.04?

Good time of day!
The problem is: the laptop has Ubuntu 16.04 and unfortunately can't "humanly" to turn off the laptop. You can see the console dialog, disable the OS, then the screen just goes blank, but the laptop (Cullera, rail) will continue to run...i.e., a complete shutdown does not occur. With such a problem faced in the past and she was too 16.04...decided to roll back to 14.04.... but it took about six months, maybe more...the problem remains... good People, if someone has solved this problem, write please, I will be very grateful.
PS. lately with Ubuntu all the trouble, starting off a separate (completely known) Wi-Fi adapters to this problem....
