Why can't I access the open port?

A VPS with Windows Server. It was opened by incoming\outgoing port 8080.

Configure the firewall on your VPS. Of course he's not going to put the 8080 on the outside.

Are you sure that white on the VPS IP? Maybe the service only listens to localhost? Maybe the service has access permissions by IP?
