How to raise the Web server at a terminal device B-Focus O-4G2PWM?

The other day I decided to try static IP addressing, our local provider Kazakhtelecom. They give only 1 static IP address to the device, but in the advertising brochure says that the house can raise your web server. But about the settings and the implementation has not.
Here's the question:
If I have a static IP address on the device B-Focus O-4G2PWM (Gpon technology - fiber optics), how can I reach out to your virtual web server on the computer. Could you tell me please? And is it possible to raise the mini hosting to your friends?
