How to fix a bug with encoding when displaying events in WordPress?

Hello, I have a question that needs to be addressed:

On the website is the conclusion of the event (event in the sidebar of the admin)
Should be implemented on the homepage and in the events themselves ( and )

The essence of the bug is that when you create or edit events in the field with address ( other fields are OK) you cannot save the text with Cyrillic characters, only Latin.
More precisely, after saving the text in Cyrillic is beating and displays gibberish, and not only on the front, and once in admin interface
If I understand correctly - these characters appear after the text compression in the coding of windows-1251 JavaScript om
Add to .htaccess the line : AddDefaultCharset UTF-8 does not change the situation
config.php - also normal!
DB encoding is UTF-8

This codes of Cyrillic characters in the Unicode table. And that is why it converts them - hard to say. Need the code to save that field to watch.
