Why dektrium/yii2-rbac does not work out of the box?

I put clean yii2, put dektrium/yii2-rbac. As written in the manual, completed the migration. Not previously configured the authManager. Here is my configuration file:

In the console config, I added:
'modules' => [
 'rbac' => 'dektrium\rbac\RbacWebModule',
],

When I go to localhost/basic/web/rbac (asks to login is admin/admin), it gives an error (403 Forbidden). What am I missing?

You do not have access rights. We must look for the right action login, the access should be available to all users. Or as an option it is for You loginit, but then redirected to the page for which You have no rights.
