The authorization server beyond apps + vpn, does it make sense?

There are 2 servers not on the same network.
On the first server spinning website on the first authorization of the user on the website. Is there a point between them to lift VPN?

VPN is not always on encryption, encryption is not always VPN.
You need encryption and protection, like.
