How to configure automatic VPN connection when logging into Windows 7?

Need to connect to a pre-established VPN connection when the user logs into the system. I read a lot of guides, none fits:
1. Throw a shortcut to the connection in startup. Just didn't work, I don't know why. Nothing happens, the connection is not established.
2. To create a scheduler task to run "rasdial VPN login password". Works, but after a user logs in, the window "Welcome" hangs for 30 seconds. Plus don't want to store in the system the connection password in the clear.
3. To create a scheduler task to run "rasphone -d VPN". Work, and the password is not stored. But there is the same delay of 30 seconds during the logon process.
4. A shortcut to rasdial or rasphone to the startup. Triggered with the same delay

How to solve the problem that the VPN was connected and there was this strange delay?

Insert connection into the registry for all users, the delay should not be. Or create a system service. Here is a man on the topic.
