On the website in ModX Revolution menu items are displayed using Wayfinder. Some menu items are transferred to the inner pages of the website, and some are anchors.
Question: how to make a conclusion of the menu items with anchors?
If I remember correctly, initially in Wayfinder this functionality is not provided, this options are not very many of either to rewrite Wayfinder so that he would have defined the anchor for any feature, or adjust the templates display the menu accordingly.

A bit not clear what you mean by anchors? This is a navigation page? In this case, the wayfinder isn't going to help. It displays links to pages of resources according to the selection.
If you want to mix in one ul anchor links and links to other pages (from the point of view UX is the absurdity, and confuse Dniwe), then you need getResources or pdoResources (plugin pdoTools - highly recommended). They do not need to specify the wrapper, so you can leave it and several of the menu items (which are anchors) is static in the template, and links to other pages output using getResources with a corresponding tpl chunks in the same ul, where anchor links.

If you do nothing, create a resource of type link

If by anchor you know a link to a page fragment (by id) before you can # just add a link to the current page:
the <li><a href="[[~[[*id]]]]#[[+alias]]">[[+menutitle]]</a></li>

and if you sift through the chunk rowTpl template? I.e. [[if? &subject=`[[+template]]` blablabla]] ? Then aliases will be anchors.
