How to use ffmpeg or anything else "compress" a video file?

There is a video lasts ~4 minutes, in wmv format, no transcendent quality is not there, but it weighs as much as 300 MB. How to stiati \ or convert it with minimal losses?

Would be nice to know what video. To do this, it can be fed to ffprobe.
And already from it to dance - to reduce fps, resolution, bitrate, remove the extra paths, to try different libraries in the same ffmpeg, maybe something will give and decrease the number of keyframes.
