How to make a shared folder with the scripts when using webpack?

Good afternoon.
Is whatever I tried does not work normally.

There is a folder with shared scripts (let /common_js). Nothing inside it except the js files nothing. import/export in es6 style - using relevant keywords.

There are several projects:
/projects/project1
/projects/project2
...

Inside each project is a package file.json a node_modules folder, webpack.config.babel.js etc.

I want in any project, including file webpack.config.babel.js you could use a shared folder about so import ... from 'common_js/foo/bar'. Please note the bold text, this is important. I want to use the same folder in the configuration file webpack.config.babel.js.
I don't really want in the folder, lay your node_modules. I want each project it's own folder and all the modules were downloaded into the node_modules folder of the project.

And, of course, I want the environment (idea) normally took the folder.

I tried already all worn out. It does not help anything. Even symlinks do not help.
