How to set dns record to the domain opened ip with port?

The site opens by ip address with port (For example 0.0.0.0:0000). How to make so that the domain opened up this IP with the port?

No way. DNS does not allow it.
SRV record is processed by the application, such as SIP server can query srv record of the domain and to find out where this domain has a sip server to connect to the call. Jabber as well.
The browser works over either port 80 or port 443, all other ports require an explicit Declaration in the URL.
