WPF: How to ToolTip to get the result of the static method, passing it the value from the model?

Hello.
Just say why you do not want to endure the method in the model: the model is in a separate library and used in 3 projects to work the method needs another library, which will cause unintended addiction.
There is a model, it has a string of SV and SV int.
There is a static method that you want to pass a string and an integer value, the output will be a TextBlock that should be put in a ToolTip Image', which is ItemsControl.
How can I do that?
What are the ways?

In the ViewModel we can also make special property that will inditsa to the ToolTip and the property can be updated based on any conditions. This will allow you to create a new SV in the model itself. You call your static method in the ViewModel and assign it the result of SV-vu.

Just without the code will not work. Need to do IMultiValueConverterwhere to banditi a string and a number. In the Converter to invoke this static method. While the TextBlock that is returned must be new (never before used), and there will be crashes.
