Can a website be hosted on the public DNS of Google?

Block spammers as domain name and IP. Faced with a strange situation for us - the spam goes with hosting intermag.biz.ua. (address of the form %username%@intermag.biz.ua)
Almost all the resources of the whois review argue that fixed IP address-8.8.8.8, it also shows the PING, and TRACERT.
To blacklist IPS of Google, IMHO, is impractical :)
It is possible (even quite) we are wrong and this is not some kind of fraud podmena IPS?

It doesn't mean anything. I can do any domain and say that the IP address from this domain 127.0.0.1.
The same IPS can point to the millions of domains that it's not even cheating.

See the headers of the letter, from what ip sent a message, but not with a domain.

You need to block IP=8.8.8.8, and mail addresses *@intermag.biz.ua
The fact that ping intermag.biz.ua = 8.8.8.8 doesn't mean anything and the mail does not apply.

That's why most mail servers make the check PTR record of the sending mail server.
Not to be confused with a record and MX Record. MX record is likely to indicate domain 4 level, and may even don't specify MX records.
In any case, it is necessary to strictly set up the rules for the mail server, do all modern checks (dkim dmarc spf).
P. S. I don't know how people will judge, but most of the domains (including *.ua) I immediately added to the black list, did not see any normal sender which has these wonderful domains to send spam... and if still annoying trying to send emails to multiple recipients at my domain by brute force, fail2ban sends in the bath for a couple of hours.

And in the message header specified? From what ip is sent? It is advisable to note that there is also possible to substitute a fake address.
