How to implement the selection of a 3d object in CSS?

The picture shows the building view from above/the side. Something like this:

On hover on any part of the building, this section of the building (for example, right wing) is highlighted (you can add the appearance of placards and so on).
What is the best way to implement: just make a 2d picture into SVG or to make 3d objects? Maybe there are already libraries for this?
