Whether ResNets from the experts Microsoft convolutional neural networks?

I mean the model, described in the following article from Kaiming He, Xiangyu Zhang, Shaoqing Ren, Jian Sun (a team of experts from Microsoft):
Residual Deep Learning for Image Recognition (2015)

A description of the model ResNets there are also in Russian:
Evolution of neural networks for image recognition ...

ResNets won first place in the competition of the Large Scale Visual Recognition Challenge 2015 (ILS...

From the point of view of architecture model ResNets, whether this model is essentially a convolutional neural network?

ResNet is like architecture of connections between layers and not the architecture layer. Ie it can be applied to an ordinary fully connected layer and convolution, and to any others that come up.
