There is Django and Postgresql server package is installed pytz in settings.py prescribed belt and USE_TZ = True
The Django backend stores the time in the database format ts_with_tz how to keep without_tz? Just want to store in UTC without zones

UTC - this is a temporary area with offset = 0.
The question is what You want :)?
Output the time in UTC? - then remove using pytz tz.
Understand this, what I want is written in the question title, I don't want the database were type with time zone
