How to make fixed menu did not hide the scrolling part?

There is a window that extends for a whole page to replace the scroll from its body.
In the window there is a set menu, the width of which should also be the full width of the window.
But the menu overlaps the scrolling window.

Solution
1) Make the width of the given scroll
2) Scrolling to do container, and the menu display on it
<section class="redactor">
 <div class="menu"></div>
 <div class="container">

</div>
</section>
That is, to indent from the right edge? In different browsers because of different width of the scrolls in mobile so far it is not. - clemens.Durgan68 commented on July 8th 19 at 11:20
