In Google a lot of information on views (there are even for drupal 8).
But they all offer to post content or taxonomy.
I need to throw in the block image, by pressing which we will transfer to the page made with the help of views (and not on the material or tag).

Solution
From views, you can specify the address, in the block just inserted

<a href="link to website"><img src="picture"></a>
Yes, c page views I understood, did.
And here's how to insert a block? Where?

<img src="picture"> this probably is also not a ride... since standard Drupal is doing
<img alt="yupyup" data-entity-type="file" data-entity-uuid="e1d9be0e-e4e6-44ec-bc38-50cf229636ad" src="/sites/default/files/inline-images/fon_0.jpg">

Solution
I think I found a crutch:
structure -> block layout -> add custom block
Here in the textarea insert the picture and do it by following link.
Stupid. Just. But can eat variants better
This is the correct option.

You can even bother to make a block in views, but it is a real crutch. - Pearlie commented on July 8th 19 at 11:37
