How to check whether to disable the modal window?

There is an internal service on a php+jquery, that work actively using a modal-type window "are you sure" or "enter a mandatory comment".
As you know, Chrome with the appearance of standard modal Windows provides the ability to disable them for the current tab.
Users working with the service, sometimes accidentally put this option and then the service ceases to operate normally. Then they panic and stop working, too, until, until guess about the cause of what is happening.
To rewrite all such dialogs in a modeless form, there is no possibility, unfortunately.
Question: is it possible to programmatically test whether the browser blocked standard modal window?
