Ffserver and ffmpeg settings restrial from rtsp to mp4?

PS:
There is an ip camera which is able to rtsp, there is a html5 video player which can not in rtsp. Wanted to solve the problem using ffserver and ffmpeg.

PPS:
A comment to a similar question, "to use nginx + rtmp module. And make broadcasting in hls and dash" had already seen. But this is not semantic meaning, because it is just listing words.
