Is there a system in voice input?

Guys anyone knows is there any software for voice input? Preferably, the synthesizer of Google. Now yuzayu plugin for chromium and want to receive the voice input in any software (for example comments to the code in idea :D)

Solution

Kde-tion prog is simon (a couple of years ago LF decided that this one is the best) he should be able to enter in the foreign software. I set it for the sake of their laziness, but that laziness has not allowed to set it up :D
For chrome there is another speech app https://github.com/andre-luiz-dos-santos/speech-app (whether you use?)
