Mobile app how to choose the platform?

plan to create a mobile app for both Android and for iOS. Which platform is better to start with what platform it will be easier to alter the App to another? How best to save it?

Do not use cross-platform frameworks. It's a long, expensive and of poor quality. Somewhere slipped the study that the development costs for iOS ~ a third cheaper (time\money).
