Illustrator and CMYK. Or how to specify exact colors in the chandelier?

Can't set color CMYK 100, 18, 8, 50 | Hex #00587c | Pantone 308с

Illustrator complains that the color is outside the range and not just change it to:

CMYK 100, 52, 36, 19 | Hex #405d72

So actually with all the colors that lie outside the range. Tell me how to fix it?

You work RGB document, if you switch to CMYK then everything is OK should be
