Centos doesn't open port 9000 for Xdebug and NetBeans what could be the problem?

Try to open port 9000 for Xdebug and NetBeans does not work.
Prescribe rules in iptables, save, restart and still not working.

And in General, not visible to apache listening on this port. Hmm, SELinux is enabled? Probably it blocks, nothing more, if xdebug is configured correctly.
Can the dmesg output?
