How to listen port of the microcontroller?

Good day!
You need to listen on port 10001 microcontroller (takes radio signals in real time spits them out) connected to a PC via ethernet. Heard need to continue to throw to the file/record in DB.
Tried through telnet on W10, but I got a weird flow, reminiscent of a problem with the encoding.
What are implementation tools?
