Why setting BorderWidth (thickness of window borders) in Windows 10 is not working?

The following options somehow not working:
HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics
BorderWidth
PaddedBoderWidth

This in Windows 10. 8-ke they work and window frames are there. And in the top ten as they were clear gifs, and left.

Solution
These settings work only for hidden themes AeroLite. For default they are not used.
