How to put audioeffect on recording through the microphone in Chrome?

Is there a website that records my audio. Chrome takes audio via Adobe Flash Player (at first asks if I agree - "Allow *** to access your camera and microphone?"), and starts recording. So, I need to put light effects, or, more precisely, to modify the tone - in a word, primitive effects. How is that possible to implement? (Maybe some driver for the sound card to put out to the default sound to modify as needed?)
