Is there a way in css to make the links inactive?

Let's say there is class .disabled which makes the interface element is not active. If it is applied to the button created using the tag <a></a> , is there a way with css to make it impossible to click on a link specified in the href attribute?

Solution

using CSS - only pointer-events: none or pseudo-elements :after/:before that would override the button
If you need to remain functional links (styles when you hover, the mouse cursor, etc.), it is only through JS
