PostCss and Grunt?

Let's say there is a list plugin in postCss gruntfile.js

To end can't understand how you can selectively use these plugins?
Suppose there is a task "css" where you can put all grunt modules that are responsible for working with css. Here it is clear.

And in the case of postCss plugins, so, if I ask task "postcss", it will run all the plugins at once. Ie if you go ahead and hang task "postCss" on watch, then when the changes work all plugins, not just the ones who are responsible for working with css.
Or I do not understand.
