Solution
The problem lies in the Windows Firewall. When you first start the project with BrowserSync should get out the window for the prompt work Node.js. If anything you don't remember, you should go to the Firewall and download there Node.js and let him work.

This problem is not browserSync and network settings. You are trying to access the external ip from the same LAN? I recently had exactly the same error - just the network forms a loop, if you try to log into it from the inside using the external ip. When you call outside all works as expected.

to Win 10 - Options - Network and Internet - control Center network and sharing - advanced sharing settings in the Network discovery tab to tick the checkbox - Turn on network discovery and check turn on automatic setup...
