How to convert mixed value to string?

There is such design:
$APPLICATION->IncludeComponent("ss:geoip", "cityGeoIpTest", array( "CITY_1" => "845", "CITY_2" => "900", "CITY_3" => "823", "COMPONENT_TEMPLATE" => "cityGeoIpTest" ), true ); 
//$city_string = implode(",", $city) obviously not something;

It displays the desired city, how to convert what it shows in the line?

For example, to be able to do so:
$city=$APPLICATION->IncludeComponent("ss:geoip", "cityGeoIpTest", array( "CITY_1" => "845", "CITY_2" => "900", "CITY_3" => "823", "COMPONENT_TEMPLATE" => "cityGeoIpTest" ), true ); $city_string = implode(",", $city);
//some conversion
echo $city;//for example "Moscow"
