How to set the IP range in the access list?

Good afternoon.

To access the network from outside access, use the sheets on cisco.
For example, to access port 8880 with ip 123.123.123.123, use the rule:
permit tcp host 123.123.123.123 any eq 8880

The task was to make access to the IP range, I can't figure out how to make a rule..
