Why not executed cron job vestacp?

Hi all. You want to put a script on the crowns.
Did the example as here vestismiros.ru/2016/02/cron-i-vestacp
Writing this:
php -q /home/name admin/web/website/public_html/Folder1/Folder2/filename scripter
time 1(yet to test)
*/1 * * *
But it's not working.
Panel Vestacp.

/usr/bin/php /home//web//public_html/path/to/name scripturl
and
times per minute - all asterisks (* * * * *)

If not, can you run the command from the console manually and see whether it works at all, the script when you manually run (sometimes used in the console script is not available there arrays ($SERVER for example)
