Why slow the cursor during the startup process?

Good day. For a long time was Win7 32-bit bit - moved... Now I'm on a 64-bit wide. Now my question is: why when I start any process, I have some time, retarding the mouse? This was not observed earlier, all devices in perfect condition (though im 8 years old... Oh well). The only question is the changing of the capacity. What could be wrong? Service compatibility what loads? I never understood how the process linked to the movement of the cursor... System? To change the priority?.. Tell me, please!

It seems not critical, but unpleasant. Before was 64-key and everything was fine... Well, I downloaded the Windows clean, and not these ancient ownesboro.

The solution was simple: Install a clean image, not Windows build. The moral: do not download build. Their designers could make them slightly terrible.
