Error when connecting to MySql in dbForge Studio, how to solve?

Good afternoon. Encountered a problem when connecting via dbForge Studio for MySql on VPS. Before any cases had nothing to do with VPS, I decided to buy on digitalocean for learning. It seems everything went well, installed Node, MySql, but for the life of me he does not want to server to connect to, although using filezilla or putty safely is connected. MySql itself works fine through the console added, deleted new databases, tables, etc.

MySQL allowed to listen to external addresses? Error 10061 says that on the specified IP:port is unoccupied.
