How to format a flash drive?

I bought a flash drive for 8gb, and decided to change her name. I have a Mac, I formatted it and changed my name. There was a problem with the encoding format, on the Mac this is a known issue. In the end, formatted in ex fat format. But now there is problem: of 8gb I available 200mb so as on the flash drive created partition and the remaining memory is not available.
