How can I automate the compilation of accounting documents according to standard forms?

In the engineering profession of PTO - preparation of Executive documentation on standard forms it is basic. Typically the depth of study is a set of files of standard forms in the format of office laid out in directories on the hard drive. Each time starting a new object are the files with blank forms and changes, the Customer, the contractor, the names of the signatories, technical data... the automation works at the level of the typewriter.

What I want - most of the items in these forms are the same, which, in theory, allows you to create a package or a script that fills the selected form on the basis of these parameters, leaving blank those portions of documents that provide technical data. On the other hand, it is also required to analyze the content of some forms, such as KS-2, KS-3, for automation of data collection closure (useful when the list of estimates by object large)

What can be done needs to be run and with what? Dig a bunch of Wiki + JS? MS Acsses? or is there a CMS which allows for some rules to prepare the form in the office format and fill them?

What file format you need the output? (if MS WORD || EXEL) - the XML structure
Who prevents to build at least using php, js, jquery, c#/// on anything...

At the entrance to parse the template files as the files which is a XML data file and schema....
