How to open a fixed mobile version from a remote?

When doing a fixed layout, no adaptive, periodically face this problem, what phone, the site offers close to zoom out to see the whole thing.

In the header there is a tag <meta name="viewport" content="initial-scale=1">that should solve the problem, but not solved. What am I missing?
