Can I create a shortcut of the program command prompt (cmd) windows?

Downloaded php for windows is in the folder "my home directory" \ php \ php.exe
After running the cmd you have to go into the php directory or specify the full path to run php. Is it possible to somehow reduce it? I.e. create a type shortcut for a program that would just run "php <my settings>", without "I remembered the way to \ php <my settings>"? I tried to create a shortcut and run it through cmd, but throws an error, saying, "this is not a program". How to be?
PS Not the server, php then for simple automation of certain tasks.

It is sufficient to add a folder with php.exe in $PATH and enjoy life.
